Abaturage b’akagali ka Gakoro, umurenge wa Musanze baravuga ko inyubako nshya y’akagali kabo yuzuye, igiye gutuma barushaho guhabwa serivisi nziza, kuko bazayibona hafi kandi ku buryo bwihuse.

Ibi aba baturage bakaba barabitangaje kuri uyu wa kane tariki 16/05/2013, ubwo batahaga ku mugaragaro ibiro by’akagali kabo, byuzuye bitwaye amafaranga y’u Rwanda angana na miliyoni 12.

Akagali ka Gakoro, ni kamwe mu tugali 16 akarere ka Musanze kahize kubaka muri uyu mwaka, kakaba gahize utundi kuko ariko ka mbere kuzuye. Abaturage basabwe gukomeza ubufatanye n’inzego bwite za leta kugirango babashe kugera ku byo biyemeje.

Some of the residents in Kibungo town have been given one week to demolish houses they built illegally before Ngoma District Authorities take action.

This is meant for residents of Kibungo sector and some part of Remera sector who were warned by the district administration over using non burnt bricks in building but preceded with their idea.

This was resolved during the meeting of Eastern Province administration and Ngoma district authorities that was held on 1^st August 2012.

However, residents in question ask district authorities to give them shelter where they can be staying after their houses are destroyed as they have nowhere else to go.

One resident narrates: “We admit the mistake but we have nowhere else to go. Should we demolish these houses and sleep outside? They should give us a place to live in.”

Alexis Rugaju, in charge of district development in Eastern Province revealed to the media that the resolution is aimed at eradicating illegal buildings that do not match vision 2020 expectations.

Rugaju asserts: “Building against the law is prohibited and sensitization continues.”

 The administration of reserved forces locally known as (Inkeragutabara) has recently donated Rwf3 million to a cooperative for local security maintenance (COOMSEL)  for the outstanding project they are doing in building of a storied house in Peru trading center in Macuba sector;  Nyamasheke district.

Jonathan Mbanjineza the chairperson of COOMSEL cooperative said that this building will be 3 storied and which will accommodate traders in the ground level, cooperative offices and storage on the first level and the last floor will have a multipurpose hall that will contain many celebrations which will increase the financial status of the cooperative.

He went on to say that this building has already cost 36 million francs and it will be completed in 2013 and it will be worth 60 million francs.

General Major Jérôme Ngendahimana The deputy director of reserved force who had visited this cooperative thanked them for working together and forming a cooperative because when people work together they can do even what seems to be impossible and thanked them for their actions of keeping people’s security.

He said that he came to fulfill the promise made by the director of reserved force Lieutenant General Fred Ibingira who promised them 3Million francs when he visited reserved forces in the western province of Rwanda when he had visited and they presented to him their action plans.

He also promised their full support in case they decide to do other developmental projects. COOMSEL cooperative is made up of 85 members with 29 being women and 56 men and they keep security and also work in the markets.

Residents of Rulindo district -Musenyi sector have asked the administration to give them the iron sheets promised to them for roofing the cell offices.

Due to the increased rent on the house where the cell administration operates from, residents together with their leaders decided to contribute money and start building in June last year 2011.

However, building stopped after three months because of financial crisis. Since then, the building just stands without a roof which might fall due to much rain on the unfired blocks, residents say.

Advisory committee president for Rulindo Jean Baptiste Byangamanywa discloses that if the house is not roofed soon, rainy season might destroy the building.

“I request that the district authorities give us roofing materials they promised us; if not so the residents’ efforts will be wasted,” Byangamanywa says.

Executive secretary for Musenyi sector Oscar Murwanashyaka confirms that if the district gives 74 iron sheets promised, the sector will provide the rest.

Bugesera district mayor Louis Rwagaju adds that the iron sheets promised will be available within a week and thanked the residents for their commitment in building their administration offices.

Rulindo cell offices are operating in one of the houses in Rumuna trading centre rented at Rwf5000 per month.

Residents of Muvumba cell in Nyabinoni sector in Southern Muhanga district that border with Gakenke district in the North were told to vacate because some of the houses are on foothills and others near river Nyabarongo.

Although the move is in line protecting people’s lives and protecting the environment especially rivers, residents are not happy with the idea and have as a result refused to vacate the place.

Some activities were closed down in the area including schools like Groupe Scolaire Kibingo and Nderabuzima of Birehe near river Nyabarongo.

A local old man from Muvumba cell said “Iwas born here and I’m 86 now. This is my place, the land which have been feeding me .Where do I go from here?”

Nyirarwimo Francoise, also a resident said that people are not happy because they don’t want to leave their in-land activities behind.

Muhanga district leadership says they are looking for a suitable place to relocate people where they can go on with their activities.

Les autorités du district de Muhanga ont joint les habitants qui vivent sur des dangereuses pentes de collines de quitter les lieux. Dans ce district, surtout dans le secteur de Nyabiboni et le district voisin de Gakenke vivent des habitants sur des hautes pentes environnantes de la riviere Nyabarongo.

Quelques infrastructures de base ont ete fermés, comme le Groupe Scolaire Kibingo et le centre de santé de Birehe proche de la riviere Nyabarongo. Les autorites du district affirment faire ces actions pour la protection de la population car ils sont sous le danger des collines et de la riviere Nyabarongo. Mais aussi pour mieux proteger cette riviere.

Par contre, les habitants donnent leurs avis differents car ils affirment vivre dans un lieu protegé et pendant longtemps.

Un des habitants de la cellule de Muvumba declare : « Je suis né dans ce lieu. Je suis agé de 86 ans, je n’ai jamais eu faim et on a jamais connu de famine comme dans d’autres regions du Rwanda. Si on nous deplace, où est-ce que je vais vivre ». Les autres habitants sont mécontents de cette decision du district car ils ne seront pas deplacés avec les infrastructures de base déjà existants.

Les autorités du district retorquent que ce deplacement sera bien préparé, ils chechent un lieu où ils seront relogés tout en continuant au suivi des infrastructures existants de Muvumba.

N’ubwo ubuyobozi bw’akarere ka Muhanga buvuga ko ibi biri mu rwego rwo kurengera abaturage bashobora kuzangirizwa n’iyo misozi ndetse n’amazi ya nyabarongo.

Ku rundi ruhande akaba ari ukubungabunga uyu mugezi, abaturage bo usanga batabyishimiye kuko ngo aho batuye ari heza hakaba hera kandi bakaba bamaze igihe kinini baturanye n’ibyo ubuyobozi bavuga ko byabagirira nabi.

Umusaza umwe utuye mu kagali ka muvumba yagize ati “aha hantu niho navukiye, ubu mfite imyaka 86, sinigeze mbura icyo kurya yemwe no muri ruzagayura n’andi mapfa yateye mu rwanda. Aha hantu barahankura banjyane he handi”.

Naho Nyirarwimo Francoise nawe utuye aho, avuga ko nta muturage n’umwe wishimiye kwimurwa kuko bahafite ibikorwa byinshi kandi igihe bazimurwa bakaba batazabyimukana.
