Local leaderships has been asked to put emphasize village settlements else residents build in prohibited places, according to Ancile Musabyemariya from National Land Centre.
During the meeting that gathered agriculture officials in Nyamasheke district and Rwanda Agriculture Board (RAB), Ancile Musabyemariya asked people in charge of agriculture in sectors to put more effort in settling residents in villages.
Musabyemariya cautioned some leaders who let residents build houses in illegal places instead of putting them in villages. He asked them to corporate with village leaders and follow up on houses being set up outside the village program.
Local leaders were asked to encourage residents to live in recommended places and plant trees near the village roads to stop residents from building near the road.
Charles Bahizi, Vice mayor in charge of economic affairs says that residents should understand and leave shift from where they are and live in villages so as to get infrastructures like electricity and develop.
Bahizi adds that leaders should explain more on the importance of being in village settlements and take other measures to make them shift from prohibited places if necessary.
Out of 73,528 homes in Nyamasheke district, 39,897 live in village settlements.

In order to stop Violation of children’s rights, ADEPE (Action Pour le Development du Peuple) has organized a meeting with education concerned authorities recently to discuss the matter.
The meeting saw the turn up of different sector education officials, teachers, lawyer in charge of women and children violence, religious leaders and others.
Among the topics discussed in the meeting after forming groups was about people who engage children in hard labour, which results into school dropout, physical harm and development problems.
The case in point was children who work in mines and tea plantations in Ngororero district. The groups discussed on the type of work, if cultural beliefs promote child labour, consequences on children life and the measures that can be taken to stop child labour.
However, education officials in Ngororero district say that dividing children into small groups so that the teacher helps them all, policing community, sensitizing residents on the importance of their children’s education and others have been done to reduce on the biggest number of children that had dropped out of schools.
Main speaker of the meeting, Eugene Rwandarwejo in charge of coordinating residents and Communication in ADEPE, explains that the aim of this project is to identify problems, provide advocacy on sponsors so that they are included in the budget.
Although some participants note that child labour is done in rural areas secretly, there are some children that are traced in towns working for business people when they should be at school.
Participants and concerned authorities in Ngororero said they will fight the problem before the end of June because international children rights also apply to Rwandan children.

In abid to solve the problem of malnutrition, a special program of giving children milk once in a week has been introduced in Rusizi district.
In this program, homes with cows will be giving milk to the children from homes that have no cows.

Francoise Nirere, Vice mayor in charge of social affairs in the district says that this program aims at eradicating malnutrition that brings diseases
“There is a plan to give children milk every week in every cell. Homes with cows will be giving milk to children from poor homes This will stop diseases like malnutrition,” adds Nirere.
On February 27th 2012 during the meeting that gathered health centre directors, leaders in charge of social affairs in cells, community health workers representatives and a nutritionist, a decision was reached to add more effort in malnutrition classes.
The malnutrition lessons takes place in every cell with an aim of teaching parents how to prepare balanced diet in order to fight malnutrition in children.
Pelouse Niyigarura, a health worker in Bweyeye sector in Rusizi confirms this saying that some children are still suffering from malnutrition in different parts of Rwanda.
“Out of two thousand four hundred and eighty one children we have tested in the beginning of this year, fifty six are malnourished,” adds Niyigarura
Among the reasons that cause malnutrition in children are parents who are poor and do not have variety of foods and others have food but do not know how to prepare balanced diets.

Health officials in Rulindo district have vowed to fight the continuing pregnancy problem in high schools which disrupts studies of teenage girls and their general livelihood.

The disclosure was made this Tuesday 21/02/2012 by Gato Fredrick in charge of Aids control while addressing a one day meeting on social wellbeing of Rulindo residents.
He revealed that teenage pregnancies are not only a burden to the bearers but also to the family and the country in general, “ when a girl gets pregnant while at school , it discourages her hope and her future life and also causes burden to her family and the country .” said Gato.
Mr.Gato went on to say that through pregnancies most of teenage girls are likely to acquire HIV/Aids which he said to be the most worrying epidemic that hinders the countries development.
Parents and all responsible citizens were urged to be committed in the fight against teenage pregnancies saying that teenagers are the future of Rwanda.
According to the recent research, statistics indicate that at least 14 young girls got pregnant both in high and the 12 years basic education last year.
Jean D’ Amour , a district official in charge of health said that most cases related to pregnancies and sexual affairs were found to be common in day scholars hence urging parents and authorities to be alert making sure that students reach at school on time as well as a safe and timely back home.

Les membres de la communauté « Anges protecteurs » du secteur de Shyogwe, district de Muhanga, dans leur réunion du 20 février 2012 ont exhorté les hommes d’avoir le désir d’être des anges protecteurs car les activités de cette communauté sont accaparées par les femmes.
L’autorité chargée des affaires sociales dans le secteur de Shyogwe, Charlotte Kayitesi, explique que le terme « Ange protecteur » a été accordé aux bienfaiteurs qui se chargent des orphelins comme leurs propres enfants en leur donnant l’amour parental. Les membres de cette communauté dans ce secteur s’alarment du fait que ce sont des veuves qui participent à ce programme.
Madame Antoinette Safalina qui a pu prendre en charge 2 enfants déclare que ce serait appréciable que les hommes aussi puissent prendre en charge ces enfants. Car dans la plupart des cas, les hommes ont plus de moyens financiers que les femmes. Elle ajoute que les hommes ne souhaitent pas que leurs femmes endossent ce rôle de prendre ces enfants des orphelinats d’où ce manque de compassion chez les hommes.
Un des rares hommes qui a pris en charge 2 enfants, Eugene Habiyaremye, assure que les hommes doivent prendre leurs responsabilités car ce sont eux qui sont les inspirateurs du nombre important des enfants qui vont dans les orphelinats.
« Les hommes sont à l’origine du nombre important des naissances non souhaitées et préfèrent que ces enfants soient jeté à leur sort » a-t-il déclaré.
Mr Habiyaremye poursuit qu’il y a des cas où les n’ont pas peur d’avoir des rapports sexuels avec des personnes démentes. Ainsi l’enfant qui naitra n’aura pas une éducation adéquate. « Ayons le cœur compatissant de nos sœurs ou nos femmes » a-t-il conclu.
Cette communauté est composée de 14 femmes et de 2 hommes seulement.

Les handicapés aveugles devant le secteur de Mushubi
Les handicapés aveugles du secteur de Mushubi, district de Nyamagabe demandent à ce que l’Etat vienne les prendre en charge car ils vivent dans des conditions de vie déplorables.
Ainsi Madame Mukashyaka Elevania, victime de la cécité depuis sa prime enfance, affirme que leurs conditions de vie sont au plus mal. Car ils ne reçoivent plus les aides qui provenaient du secteur de Mushubi d’où son souhait à ce qu’ils ne soient pas oubliés.
En effet le secteur de Mushubi compte 10 handicapés aveugles selon les estimations donnees par Madame Eugenie Dusingize du comité de suivi des handicapés du district de Nyamagabe. Ce nombre est en augmentation du jour au lendemain. Elle affirme que ces personnes handicapées viennent au bureau du secteur afin de savoir si d’éventuelles aides sont arrivées.
Nkurunziza Bernard, chargé des affaires sociales dans le secteur Mushubi atteste que le secteur cherche tous les moyens à leur disposition pour venir en aide à ces personnes par exemple en les confiant aux organisations non gouvernementales spécialisées.

Le programme de lutte contre la kwashiorkor et autres maladies liées à la mauvaise alimentation se poursuit dans le district de Nyabihu. Après avoir débuté dans le secteur de Rurembo, ce programme continue dans les autres secteurs de ce district concernés par ce problème. Les activités à l’ordre du jour sont entre autres la distribution du lait aux enfants sous alimentés.

Prendre en charge les enfants en bas âge en les protégeant des maladies liées à la sous alimentation est primordial.
Cela leur permet de grandir en bonne santé comme l’ont souligné les autorités en charge de la santé dans ce district. Ce genre de programme se déroule dans le pays dans le cadre de lutter contre la sous alimentation surtout chez les enfants en bas âge.

Les autorités du district de Nyamagabe déclarent que le problème récurrent des enfants de la rue dans les villes et centres ne sera plus toléré. Des mesures sont envisagées entre autres des rafles qui permettront de diminuer le nombre de ces enfants et de leur permettre de retourner dans la vie civile.

Le vice maire du district charge des affaires sociales, Emile Byiringiro, affirme que le problème des enfants de la rue est souvent cité lors des réunions de sécurité.
Il avance que les autorités ont incité ces enfants d’explorer de nouveaux horizons où ils seront pris en charge en coopératives et associations. Certains d’entres eux ont répondu à ces appels tandis que d’autres ont ignoré ces invitations.
Mr Byiringiro déclare que ce problème sera résolu avec la collaboration des autorités du district et les instances de sécurité.
On remarque que ces enfants de la rue communément appelé « Mayibobo » sont âgés de moins de 12 ans. Ces enfants s’échappent de leurs maisons familiales pour venir exécuter des petits travaux manuels. A la tombée de la nuit, ils dorment en se protégeant du froid avec des cartons dans des buissons… Ces enfants déclarent choisir vivre ce mode de vie soit à cause de la pauvreté dans leurs foyers soit aussi de la mésentente parentale.

Over 107 women and girls in Nyanza district will be helped to start up small income generating projects to help them quit prostitution.

These women acknowledge to have spent over 23 years doing prostitution and have not gained anything other than being robbed by clients, beaten and worst getting infected with HIV viruses.
Karame Claude the coordinator of the committee in charge of fighting AIDS in Nyanza district met these women and girls and reminded them the risks of being infected with AIDS.

The meeting was held following complaints by former prostitutes requesting authorities to help them get out poverty and quit prostitution.
One of them said, “Am tired of sleeping with men. What have I gained from ten years in prostitution? Nothing other than getting infected with AIDS.”
Karame Claude in charge of fighting AIDS in the district pledged to seek for support and help ex-prostitutes start up projects. But they will have to be trained on cooperatives forst.
