Persons with disabilities in the Southern Province of Rwanda appreciate the special care that has developed them they are given by the recent elected committees.
This was said by Gaston Rusiha the president of the National Council of people with Disabilities in the general assembly of representatives of people with disabilities on Monday the 27th.May.2013 in Huye district.

The people with disabilities are also grateful with the clause that every level will be putting in consideration disabled people to be selected in Poverty Reduction Strategies part 2 (EDPRS 2).
Apart from recognizing the attention given to them by their leaders, the representatives of persons with disabilities in Southern Province also discussed their achievements, their objectives in the next economic year and laid strategies for the apparent limitations.
After 2 years of decisions to work hard the persons with disabilities in the Southern Province of Rwanda have achieved a lot. Among the many achievements include forming cooperatives some doing tailoring, others crocheting sweaters, weaving and even in bee keeping.
Though the cooperatives of the people with disabilities are working hard, they still have limitations. Among these include the issue of Muhanga cooperative for persons with disabilities who opened a clinic but it was snatched away by the doctor they were working with.
Having the budget of the persons with the disabilities through the district in the same package with the vulnerable leaves a lot to be desired. People with disabilities wish to have their separate funds in the districts’ budget since being disabled is not the same as vulnerable.
They wished to have expositions of their crafts compositions and the district with no officials in charge of issues for disabilities to be elected as soon as possible. They also wished to be put in classification according to the type of disabilities they have.
Concerning the future prospects of this council, the cooperatives of the disabled will be supported and people with disabilities will be trained on the prevention of scourges like AIDS among others.

The governor Eastern Province Odette Uwamariya said that the main thing that can be done to help genocide survivors overcome trauma is helping them with their day to day problems.

The governor said this after confirmation from the mayor of Kayonza district John Mugabo on the 12/04/2013, of a very big deduction in the number of genocide survivors still with the problem, which gives hope that these people are overcoming the bad history the faced and now working to development.

“Though there is a reduction in trauma amongst the survivors, these people still move with such and this is the reason we have to help them with other problems especially in their homes”, said Uwamariya.

She added on saying that the government will continue helping the genocide survivors with their problems to help them overcome they trauma they live in.

She called them on not to stay with the memory of the bad history but instead to work hard and be able to develop.

The genocide survivors in Kayonza therefore thanked the government for all the efforts put in helping them overcome their problems.

“I would like to thank the government for increasing the number of genocide survivor students it supports in the different universities, for the houses constructed for many”, said Ignace Munyabuhoro the representative of the survivors in Kayonza.

She asked the different district leaders and the government to continue helping them promising to put all the government programmes organised for them into practice.

Caraes Butare

In the letter from Caraes Butare (a psychiatric dispensary) to Christians, the mentally ill patients in this dispensary need materials to use because most of them have no care takers.

Brother Pascal Uwamungu who works at this dispensary explains to the Catholic Christians in the lent season on the kind of help they need for their patients.

Brothers of charity that started Caraes Butare ask catholics to sacrifice some things and save to help people with mentally ill patients at this hospital. Patients lack clothes and sanitary materials.

“Patients come in torn clothes due to the disease and it takes long for us to trace their families for help. Some of them have families that do not care, so the dispensary tries to get clothes and other needs for them,” the brothers of charity disclose.

The Brothers request that whoever has money, clothes, sanitary equipments and others for donation can take it to this dispensary or give it to the volunteers of Caraes Butare.

Caraes Butare encourages those who know the families that abandon their mentally sick members to talk to sensitize them on helping their members to get treated.

Dans son programme de dénouer le problème lié a la sous alimentation, le district de Rusizi a mis sur pied un programme de traite des vaches pour les enfants. Ainsi les ménages possédant des vaches  pourront donner du lait aux enfants des familles qui n’en disposent pas.

La vice maire du district chargée des affaires sociales, Nirere Francoise, déclare que ce programme a le but de résoudre les problèmes de la sous alimentation qui engendrent des maladies.

Madame Nirere ajoute : « Dans chaque cellule, ce programme est envisagé chaque semaine où les familles ayant des vaches pourront offrir du lait aux enfants des ménages qui ne possèdent pas des vaches. Et ceci dans le but de mettre fin aux maladies liées à la sous alimentation ».

Au cours de la réunion qui s’est tenue ce 27 février 2012 réunissant les différents responsables des centres de santé et de nutrition, les autorités chargées des affaires sociales dans les secteurs, les délégués des animateurs de santé dans les centres de santé et le responsable de la nutrition dans l’hôpital du district de Rusizi, une décision unanime a été prise pour que les efforts soient consentis pour résoudre ce problème. Ainsi des écoles de nutrition seront instaurées dans chaque cellule pour aider les parents d’enfants à préparer des aliments équilibrés.

Niyigarura Pelouse, une conseillère dans le secteur de Bweyeye  affirme que des cas de sous alimentation subsistent encore dans cette région. «  Si nous comparons les données que nous avons, sur 2481 enfants que nous avons examiné au début de cette année, 56 enfants présentent des symptômes de sous alimentation » a-t-elle ajoutée.

Les causes de ce problème sont l’extrême pauvreté des parents et d’autres qui n’ont pas ces notions de préparation  des aliments équilibrées et riches en calories.
