Depite Kayitare kandi yagarutse ku kwigira kw’aborozwa inka, agaragaza ko bakwiye gufashwa kugira ngo zibashe gutanga umusaruro ufatika. Yagize ati “ Ikibabaje nabonye, ni uko abakecuru bahawe inka za frizone ugasanga irakamwa amalitiro nk’abiri, kandi ifashwe neza, ndumva ikamwa amalitiro nka 30. Bafashwe ku kwita ku ri izi nka kugira ngo umukamo ubashe kwiyongera.”

It is evident that since the beginning of the second term holidays, the number of children begging in Huye town has increased.

While most beggars in Huye district are mature people with disabilities and those who made it a habit to wait near the markets place, on street, near junctions and transport agency offices, the number of children is increasing.

Amani Bukwiye, Jean Claude Ishimwe and Kwizera are common beggars in this town and only one of them goes to school.

Kwizera affirms: “Jean Claude Ishimwe and I come from Tumba sector. We do not go to school because our parents have no money for school fees. Because of hunger, we are forced to come on street and beg from good Samaritans.”

Although these children can take home up to Rwf1000 a day, some of them go begging just because they develop bad character and refuse to obey their parents and drop out of school.

Other parents who are poor and have many children send their children to beg for money during the holidays. Others come from broken marriages where parents have misunderstandings and children get affected in turn.

Christine Niwemugeni, Mayor of Huye district in charge of social affairs asserts they are aware of the problem and trying to come up with the solution.

“I am aware of the problem and see them myself. Concerned authorities should set a policy that punishes irresponsible parents. Although we are trying to solve the problem, it is shameful to see young children growing up as beggars,” adds Niwemugeni.

Apart from begging for money to buy food, street children learn bad behavior like drug abuse and robbery.

People who attend Cyizi market in Maraba sector in Huye district are unhappy because this market doesn’t have a public toilet and most of them say that it is much of a problem for them as they use toilets of neighbouring houses

A resident who requested for anonymity said that he is careful not to eat anything before going to the market so as not to need the use of toilet because he knows he can’t find them anywhere near.

And most of them showed concern for the little hygiene in the market without public toilets though the administration of Maraba sector say they plan to build public toilets and they will be through in the five months period.

Innocent Mutangana the executive secretary of Maraba sector said, “We are going to build toilets in the market so we are going to solve the problem of poor hygiene due to lack of toilets and we are sure they will be up and used by the end of five months.”

Cyizi market is near the road and it is attended by residents from different sectors in Huye and Nyamagabe districts.

Rwandan Leaders have been asked to be the first in adopting children from orphanages so that they grow up in homes, Christine Niwemugeni; vice mayor for social affairs in Huye district has said.

Vice mayor said this during the meeting on transferring children from orphanages to some families. The meeting gathered the concerned authorities in southern province.

Explaining on the reason for asking leaders to adopt children, vice mayor Niwemugeni lamented: “Recently here in Huye, we had six children that we wanted to give to some families. Two got them but after hard work, three of them were sent to Nyundo orphanage and another one is at Kabutare hospital.”

I think if leaders show a good example the rest would follow and receive children from orphanages because these children need families to raise them, adds Niwemugeni.

Giving the reasons as to why adoption is not easy, one participant said: “Am never home due to my demanding work, why do I bring a child I will never get time for when he or she comes in need of parental care?”

Another parent added: “I have one child and would love to bring home his playmate, but if I take one home it will require me to enroll him or her in the same school as my child, yet it is expensive.”

Although orphans count to 3000, the problem would be solved if leaders took up the idea because they are many as well, says Niwemugeni.

Babiri babashije kubona ababakira, bitugoye, 3 tubohereza mu kigo cy’imfubyi cyo ku Nyundo. Undi umwe ubu ari mu bitaro bya Kabutare.”

Bamwe mu bari mu nama bemeranya na we, gusa usanga abenshi babivuga basa n’aho bagomba kubyerekeza ku bandi batari bo. Umwe muri bo yagize ati: “Ngira akazi gatuma ntaboneka mu rugo. N’abanjye barambuze. Ni gute nakwiha gutwara umwna ntazabonera umwanya wo kwitaho bihagije kandi aba aje akeneye ababyeyi?”

Undi na we yagize ati: “Mfite umwana umwe, kandi numva icyambera cyiza ari ukumubonera uwo bakinana. Muzanye, byasaba ko mujyana kwiga mu ishuri nk’iryo uwanjye yigamo kandi rimpenda. Amafaranga y’abana babiri sinayabona.”

Icyakora, n’ubwo aba bana barenga ibihumbi bitatu, koko abayobozi biyemeje kubakira ikibazo cyahita kirangira, kuko nab o ubwabo atari bakeya.

 Vulnerable genocide survivors from five cells that make Kinazi sector have recently received cows from FARG, the aid aims at supporting the victims for development.

Vital Migabo, executive secretary of Kinazi sector told the beneficiaries, “These cows yield close to 15 litres of milk per day if taken good care of. You will get good houses and the rest from cows; just take good care of them.”

Migabo asked the beneficiaries to call veterinarians in case the cows fall sick and to spray twice a week to prevent the cows from ticks.

On this issue, Firipo Ndayisaba head of Ibuka in Kinazi sector expressed: “These cows are the best of what we have already given out, keep them from diseases, ticks and do not sell them.”

The beneficiaries on the other hand promised to give their fellow vulnerable genocide survivors so that they improve their standards of living.

Because beneficiaries are very poor, they were given money as well for building kraals and planting grass for the cows.

When asked if the beneficiaries were the poorest vulnerable genocide survivors in the sectors, Ndayisaba responded saying they were chosen by their fellow residents.

Les kiosques se trouvant à proximité de la gare centrale de la ville de Huye à l’endroit où le stade de Huye sera agrandi, doivent être détruits. Tel est le message délivré par le district de Huye en l’encontre des propriétaires de ces kiosques avant que les travaux d’élargissement ne débutent.

Le circulaire des autorités du district de Huye du 5 avril 2012 a exigé que les propriétaires démolissent ces kiosques en 15 jours c’est-à-dire jusqu’au 20 avril, pour laisser de l’espace aux experts en travaux de construction de faire leur job.

Cependant quelques kiosques subsistaient encore en ce lieu malgré la mise en garde du district. Ainsi lorsque nous nous sommes approchés des propriétaires récalcitrants, ils ont affirmé ne pas avoir d’endroits où aller. Par ailleurs, une nouvelle lettre du district stipulait que le délai était fixé au 6 mai car ces kiosques n’étaient pas conformes aux normes de construction de la ville de Huye.

Afin de savoir l’emplacement  prévu pour ces kiosques par la ville de Huye, Bavugirije Juvénal, chargé du cadastre dans ce district, a déclaré que les autorités leur ont suggéré de chercher un endroit approprié en attendant de recevoir le feu vert de s’y installer. Ce qui montre que les autorités du district ne se sont pas prépare à ce genre de situation.

Une autre difficulté qui s’est présentée est que les passagers et chauffeurs qui s’approvisionnaient en nourritures et boissons se trouvent dans l’embarras.

Mutwarasibo Cyprien, le vice maire du district chargé de l’économie et développement, s’est exprimé à ce sujet : «  En tout état de cause, lorsque des travaux débuteront, les prestations que les habitants recevraient seront interrompues. Mais dès que les travaux d’agrandissement du stade achevés et des places disponibles, nous chercherons comment satisfaire aux besoins de la population ».

Mutwarasirabo a indiqué que si ce lieu n’est pas disponible plus vite que prévu, les utilisateurs des moyens de transport devront patienter jusqu’à l’achèvement des travaux d’agrandissement du stade avant 12 mois.

On March 08 2012 during the event to celebrate international women’s day in Ruhasya sector Huye district, Minister Alexis Nzahabananimana asked Ruhasya residents to adopt village settlement to easily access social services.

Giving milk to the children on women’s day is to remind parents to use family planning and that balanced diet is essential to the health of people more especially children and that food is available, reveals minister Nzahabananimana.

In his speech, Minister Nzahabananimana revealed that it is difficult for community health workers to reach every home because residents’ homes are scattered.

“Here in Ruhasya you are scattered. Settle in the villages where you can easily access health services,” adds minister Nzahabananimana.

The minister asked the Huye district mayor to follow up and know if settling in the villages is being done in Ruhasya sector.

“Live in village settlement, if necessary I will prepare land for you. In village settlement, you will get a good road. We cannot construct a road for each resident, “explains Nzahabananimana

Ruhasya residents are asked to do their part and use the support they are given so that they get services they need.

Bifashisha indirimbo bihimbiye batanga ubutumwa

Bafasha abantu kwiyunga

Ubundi ngo iyi Club yatangiye gukora muri 2006, igihe Inkiko Gacaca zatangiraga gukora. Batangiye bafasha abantu bo mu kagari kabo kumva akamaro k’izi nkiko ku buryo ngo ubutumwa bagiye batanga bwagize akamaro.
