39 Twa families in Butaro sector in Burera district have received 2hectares of land so as to cultivate and have food for consumption.

After being shifted from Nyakatsi houses in 2011 where they lived in poverty, the Twa have been settled in semi permanent houses in Nyamicucu cell in Butaro sector of Burera district.

After they requested for the land, Burera authorities bought them two hectares of land nearby whereby they cultivate and harvest grouped in cooperatives, authorities reveal.

However, the unprivileged say it would be better if the land is divided and each of them gets a portion and manages it.

We shall continue to help them because they are Rwandans like others who should not lag behind in development.

To improve on their mind set, the 39 Twa families were on June 28^th 2012 wedded in civil marriage after along time of living together illegally.

Maximilien, Munyampirwa, executive secretary of Butaro sector explains that mindset change was achieved after sector administration explained to them the importance of being legally married.

Colette Nyirahakuzimana, Head of House Action to Justice (MAJ) in Nyamasheke district has asked bailiffs or process servers not to start with natural property during public auctions.

Colette Nyirahakuzimana asserts that less valuable property should be auctioned first and if money isn’t enough to pay the debts, then the big assets follow.

“It’s not a must to start with the house or land when trying to cover a simple debt,” Advocate Nyirahakuzimana laments.

Some natural properties are not meant to act as securities because once auctioned, the owner becomes a burden to the country or taking materials one uses in a certain activity that earns him/her money, points out Nyirahakuzimana.

It is not allowed to auction 2/3 of the food and 2/3 of one’s pension to cover the debt when he or she has no other source of income.

The property owner is informed before and if he fails to pay the debt within 15 days, the property is auctioned.

Advocate Nyirahakuzimana stresses that before houses or lands are auctioned, land official must first confirm that the assets belong to the debtor.

A poor man’s house cannot be auctioned and land that is half a hectare, explains Nyirahakuzimana.  

People who make up the land commission in all districts in Rwanda say that polygamy is one of the reasons that hinder land registration in many districts in the country.

As many people come to register land and even claim rights on certain land and it delays the process as some are even not known in such places.

Eng. Didier Giscard Sagashya the deputy director for the department that is in charge of land and land registering gave an example in Nyamagabe district where 10 women claimed rights on one man’s land saying that they all gave birth to children with him and they all wanted their children to have a rights to this plot of land.

According to the rights of land, a land can be registered on one person but includes all people that have direct influence and rights to it so as to avoid conflicts And injustices.

Sagashya also said that a problem of relatives who don’t trust and misunderstand each other is also a hindrance to land registration and it causes problems of inheritance.

Another problem that has been solved is of islands if which during the regime of Gikoloni, all islands were for the government and not privately owned and it was a problem because many people were settled on them.

It was later solved and lands on islands were registered on people that had settled there and lands from small islands are counted on the government.

The natural forest of Gishwati also caused problems in land registration as they were given to people to settle in long time ago but now it must be turned back to the government.

John Mugabo, Mayor of Kayonza district

Kayonza district mayor, John Mugabo has revealed that population density can lead to job creation to those without land for agriculture activities.  

John Mugabo said this while talking to journalists after Eastern province parliament meeting recently, where all local authorities displayed what they do.

Some of Kayonza district authorities made a study trip to Burera district in order to learn from the district that used to be last but now has a place among the districts that execute well performance contracts.

Mugabo explains that what inspired Burera residents to become job creators is land scarcity. Because they are a dense population, residents without land for cultivation thought of another way to achieve development.

Although there is no population density in Kayonza district unlike Burera, Mayor Mugabo asserts that residents especially youth will be sensitized to learn the good culture of job creation from Burera residents.

While there are lands lying idle in Kayonza, some youth say they are jobless and cannot develop. Mugabo highlights that youth and residents will have to change their mind set first.

In order to improve living standards amongst themselves, residents of Gashorera cell, Nyabinoni sector in Muhanga district formed “Dutureheza” Association.

The aim of the association is to build for fellow members who cannot afford on their own. Dutureheza Association members say they are ready to shift to the village settlement because the association will help them achieve it.

However, some of them face the problem of not having plots in the village settlements, and getting a plot of land in the village is very expensive.

Members claim that plot owners ask for a lot of money or big compensation for their piece of lands.

Leonidas Nkerabigwi, in charge of social affairs and development in Gashorera cell says that measures were taken to solve the problem of residents who demand high amount of money for their lands.

Land was at Rwf50000 before but it was increased to Rwf70000.The plot owner accepts this amount or is given another plot outside the village which is equivalent to his plot.

While the residents are happy about the fair purchase of the land, those who own land in proposed village settlements say that authorities should leave the two parties to reach an agreement.

Out of 40 members of “Dutureheza Association”, only 25 members have no houses in the village settlement and out of 720 homes that make Gashorera cell, 350 homes live outside village settlement.

However, it is hoped that every home will secure a plot in the village within a short period of time.

Mrs. Adeline Kanyamugenge-urban planning

The government has finalized statistics on how to start paying land tax. An official from National Land Center said the center is in preparation to explain the process to the concerned people, especially in the district of Gicumbi.

 Adeline Kanyamugenge in charge of urban planning has revealed that land tax will vary depending on the location in which land is located. The tax stipulates that those in townships, as per the architectural model of the town, will have to pay tax. However, every resident who owns a piece of land will be required to pay tax according to the location and size of that land.

“The advisory committee agreed that part of a sector in Gicumbi district which is located in the plan of Byumba town, it means that people in such areas will also pay the tax” explained. The district has tasked responsible people in some regions to facilitate the program in a successful way.

Some residents in Kageyo, Rukomo, and Nyamiyaga sectors who are considered among parts of the town said, “we are prepared to co-operate with the government plan but fear that they might fail to pay if taxes will be inconsiderate”.

Depuis ce 14 décembre 2011, vient de débuter le programme d’attribution des titres de propriété dans le secteur de Ngoma, district de Huye.

Cette annonce est citée comme une réponse aux multiples problèmes fonciers qui se rencontrent dans cette région. Ainsi, le secrétaire exécutif du secteur de Ngoma, Mr Sahundwa Pascal, affirme : « La plupart des problèmes fonciers que les autorités reçoive vont diminuer. Cela diminuera les problèmes de trajet que les personnes âgées, munies de papiers de substitution dans des sachets, font pour venir ici ».

Les premiers participants ont été rappelés que ces titres de propriété sont attribués aux ayant droits aux parcelles et terrains c’est-à-dire entre un homme et une femme réunis légalement devant l’autorité de l’Etat. Si l’une des deux personnes n’est pas présente, l’autre doit présenter les papiers d’identité du (de la) conjoint(e). Si la personne se trouve au Rwanda pour diverses raisons, elle doit le faire savoir à l’autorité chargée du domaine foncier dans le district. Si elle se trouve à l’étranger, elle doit faire une signature à l’ambassade du Rwanda dans le pays  où elle réside.
