Muhanga town

Rwanda Housing Authority has asked districts and towns to classify village settlements so that they are used during the 4^th general population and housing census to start on July 16^th 2012.

Alexis Byiringiro, employee in Rwanda housing authority presented to Muhanga district Advisory committee the master plan of the this town, villages that should be in the town and settlements that should not be included in the town.

However, the master plan is not the final because the advisory committee of Muhanga has to study it and confirm if the village settlements are classified the way they should be.

This comes to life after Rwanda Housing Authority realized that some villages in districts are not yet defined to know if they belong to town part or in the village.

Byiringiro asserts that defining the villages is being done in connection with helping data collectors find the whole information during the census to base on while planning development for residents, towns and villages.

While studying the master plan of Muhanga town, the district advisory committee faced the problem of some villages that belong to the urban part when they qualify to be on the pre-urban part.

Muhanga district mayor, Yvonne Mutakwasuku confesses that some settlements are counted in town when they have no roads, electricity and water. She suggests that those villages should be put where the town will be expanded to.

Byiringiro explains that being in the urban part of the district does not mean residents are richer than those in pre-urban part of the area.

some of the 1994 genocide against Tutsi survivors in Kabgayi in Muhanga district in the Southern Province of Rwanda said that they would like to have a place they can testify to their most difficult situations during the genocide to ease the pain in their hearts but in secrecy.

One of the people who survived at Kabgayi said that during the genocide, many women and girls experienced many traumatic experiences and they wish to have trusted people to talk to about such things so as to ease their pain.

“Some of us women were raped and others were defiled and others were raped with clubs and we wish we could have people to listen to us because we can’t testify about such things anywhere, we wish we could get a secret and trusted place where we could talk about our burdens and maybe we can be relieved.” She stressed.

Janvier Forongo The executive secretary of Ibuka said that this place should be introduced so as to make people who had traumatic experiences to ease them and move on with their lives.

Forongo said Ibuka prepared these places and in almost all sectors in the country there Are Ibuka and AVEGA workers who were trained about listening to people that were hurt and had traumatic experiences in the genocide.

He asked genocide survivors that were traumatized to trust them and give them their testimonies. He also said that because most women and girls were mistreated during the genocide and that’s why they have a day to remember women and girls that were killed during the genocide.

Such a function will be held in Kibirizi in Nyanza district where 350 women were killed and one place where the majority women killed in Rwanda. Alphonse Munyantwari the governor of Southern Province of Rwanda said that Rwandans should help each other to heal because where there is a problem, a solution can be found.

Umukozi ushinzwe urubyiruko mu karere ka Muhanga  Innocent Gashugi, avuga ko kugeza uyu munsi bafite amakoperative  agera kuri 12 akora neza, yitabira gahunda yo kugana ibigo by’imari ndetse n’akarere kakabaha ubwunganizi bugenewe imishinga yo kuzamura urubyiruko.  Gashugi avuga ko ku ngengo y’imari irangiye bahawe ubwunganizi bw’amafaranga agera kuri miliyoni 10. Muri aya makoperative harimo arindwi yiyemeje kurinda inkengero z’uruzi rwa Nyabarongo ku bufatanye n’ikigo nyarwanya gifite mu nshingano zacyo ibidukikije REMA. Gashugi avuga ko uru rubyiruko rwamaze kumenya kwizigamira kuko nibura iyo bakoreye amafaranga ku munsi buri wese ashyira 300 mu isanguku ya koperative mu rwego rwo kuzamurana.

In order to improve living standards amongst themselves, residents of Gashorera cell, Nyabinoni sector in Muhanga district formed “Dutureheza” Association.

The aim of the association is to build for fellow members who cannot afford on their own. Dutureheza Association members say they are ready to shift to the village settlement because the association will help them achieve it.

However, some of them face the problem of not having plots in the village settlements, and getting a plot of land in the village is very expensive.

Members claim that plot owners ask for a lot of money or big compensation for their piece of lands.

Leonidas Nkerabigwi, in charge of social affairs and development in Gashorera cell says that measures were taken to solve the problem of residents who demand high amount of money for their lands.

Land was at Rwf50000 before but it was increased to Rwf70000.The plot owner accepts this amount or is given another plot outside the village which is equivalent to his plot.

While the residents are happy about the fair purchase of the land, those who own land in proposed village settlements say that authorities should leave the two parties to reach an agreement.

Out of 40 members of “Dutureheza Association”, only 25 members have no houses in the village settlement and out of 720 homes that make Gashorera cell, 350 homes live outside village settlement.

However, it is hoped that every home will secure a plot in the village within a short period of time.

Jean Philbert Nsengimana, Minister of youth

Minister for youth, Jean Philbert Nsengimana has told youth that self development is far more than joining cooperatives immediately after training.

Minister Nsengimana was talking to the youth that completed training on job creation in Muhanga district, when he emphasized that cooperatives is not the only way to social development as some people think.

Minister Nsengimana highlights that most youth and other adults, after completing their trainings think of that their development depends on joining the cooperatives, instead of creating a positive work attitude.

“Joining cooperatives is not a must that you develop, you should first have the passion to work and develop yourself.

You can start small and expand after some time,” explains Minister Nsengimana

Minister Jean Philbert Nsengimana asked youth to think wisely of what they can do to earn and then think of forming cooperatives later.

There are 12 registered youth cooperatives in Muhanga district and the Ministry of youth agreed to support five of them financially with Rwf3 million.  

 Lack of care from family members and loss of parents seem to be among few causes of prostitution to young girls, according to recent findings.

Taking a sample from Muhanga district that usually has young girls below 18 years as prostitutes, the research reveal that the area has several orphans.

One of girls who is 18years and has a 5months old baby born out of prostitution says that if she had another job, she could stop prostitution since it has too much problems.

Muhanga district is in preparations to make a centre to help such young children get out of prostitution and ‘Ihorere Munyarwanda’ association that fights AIDS says they have already started discussions with these young girls so as to get out of social immoralities.

Asking for anonymity, another said how her life had been full of trouble after losing her parents, she accidentally became pregnant when she was still young and her brother sent her out of her home.

Joseph Harerimana the coordinator of ‘Ihorere Munyarwanda’ association which is determined to fight AIDS and idlers in Muhanga and Ruhango districts said that they made a research about this issue and they are looking for a way to apply their counter measures.

According to Fortunée Mukagatana the vice mayor for social affairs in Muhanga district, they are looking for measures to help these young girls get out of the situation.

Though this problem has been tackled for a very long time, the Government still puts a lot of meaning into the fight so that the situation is seen through.

Quelques détenus de la prison de Muhanga demandent à ce que le problème des enfants mineurs qui sont emprisonnés en nombre croissant dans des prisons soit étudié de toute urgence. En effet, le nombre croissant des enfants mineurs emprisonnés peut conduire a la multiplication  d’actes d’antivaleur.

Ces doléances des prisonniers ont été adressées  lors de la visite des autorités du district de Muhanga à la prison de Muhanga ce 10 avril 2012.

Un prisonier du nom de Twagiramungu Pierre Célestin, déclare que le problème des enfants prisonniers est devenu récurent.

Il affirme que la prison n’est pas une bonne solution pour ces enfants car ceux-ci peuvent devenir des endurcis au lieu de les mettre sur le bon chemin.

Twagiramungu affirme que la plupart de ces enfants n’ont pas reçu d’éducation ou sont des orphelins.

La maire du district de Muhanga, Yvonne Mutakwasuku, rétorque que ces enfants sont envoyés en prison pour différentes causes d’effractions contre la loi comme les homicides, l’utilisation et la vente des stupéfiants, le viol…

Elle garantit que les enfants de la rue ne sont pas dirigés dans des centres de détention mais plutôt dans le centre de rééducation de Wawa pour enfants en difficulté.

Madame Mutakwasuku déclare que les enfants coupables d’actes répréhensibles par la loi seront prochainement envoyés dans la prison de Nyagatare ou ils seront initiés aux différents métiers.
