Mugihe ibikorwa byo kwagura isoko rikuru rya Ngoma riherereye mu mujyi wa Kibungo  bisa n’aho byahagaze, abacururiza muri iri soko igice cy’ahadasakaye barinubira ko iri soko ryagurwa biguru ntege.

Ibikorwa byo kwagura iri soko bimaze amezi arenga 10 bikorwa nubwo hashize igihe kitari gito  byarahagaze. Kwagura iri soko byagombaga gutwara miliyoni zigera kuri 250.

Aba bacururzi bavuga ko batumva impamvu basora amafaranga amwe n’abakorera ahubakiye kandi bo izuba ribica ndetse n’imvura yagwa bakarekeraho gucuruza.

Umucuruzi umwe w’umutegarugori twasanze  acururriza hanze ibishyimbo muri iri soko yatubwiye ko niba basaba akarere kwihutisha ibikorwa byo kwagura isoko cyangwa se kakagabanya imisoro kubacururiza hanze.

Imirimo yo kwagura isoko  rya Kibungo yagombaga kurangira itwaye miliyoni 250,umucuruzi ukorera mu isoko ry’akarere ka Ngoma riherereye mu murenge wa Kibungo avuga ko yishyura amafaranga 6000Rwf buri kwezi.

Mugihe  ubuyobozi bw’ akarere ka Ngoma bwihanangiriza abagatuye gukoresha abana bari munsi y’ imyaka 16 mu ngo, bamwe mu babakoresha bavuga ko babiterwa nuko baba babatabaye kuko baba ntahandi baba.

Hashize iminsi mike  mu karere ka Ngoma hakozwe umukwabu maze inzererezi nyinshi,abakoresha ibiyobyabwenge  ndetse n’amabandi barafatwa.

Mu karere ka Ngoma hakorera cooperative y’abakozi bo mungo. Iyo koperative  kugeza ubu ifite abanyamuryango barenga 200. Umuyobozi w’iyi cooperative avuga ko abo bakozi bishyize hamwe mu rwego rwo kubahiriza amategeko baca akarengane kabakorerwa.

Some of the residents that refused village settlements have said that they regret it for missing out on electricity program.

Since electricity program reached Ngoma district, every house old or new in remaining sectors gets cash power except for those outside village settlements.

Baribwiyumuhungu, a resident of Kazo sector who recently built a permanent house outside the village settlement, revealed to us that he feels bad about not getting electricity after building a beautiful house.

“Am confused about destroying my new permanent house and build in the village settlement, so that I get electricity,” Baribwiyumuhungu laments.

Eng. Fidele Kayigire, in charge of infrastructure in Ngoma district pointed out that the electricity program will extend to all sectors but specifically to trading centres and to those settling in villages.

Engineer Kayigire notes that village settlement program in eastern province was implemented since 1998 and most residents live in village settlements.

The aim of encouraging residents to settle in villages was to extend infrastructures like electricity, water, hospitals, schools and good roads, explains Eng. Kayigire.

Members of ‘CATAM’ cooperative for pineapple growers that make and bottles pineapple wine in Mutenderi don’t understand how they can spend 4 years operating and don’t share even a single cent.

This cooperative gets about Rwf800 000 profits every month. Some of the cooperative members say that being in this cooperative doesn’t help them at all since their fellows who are in other cooperatives share money for dividends and do things that develop them.

One Diogene Nizeyimana a cooperative member said that for the last 4 years he has been in this cooperative he has never got any money instead they are always in unending meetings. He said that members are tired and bored by this.

“Those who joined later get Rwf30 000 per month but for us they say money is not yet available. When we ask they show us accounts and since most of us didn’t go to school we can’t understand. We need advocacy so as to understand what is happening if they don’t just eat our money.”

Fidel Nkurayija the president of this cooperative for six months admits to poor accountability of this cooperative. He said that the former president of the cooperative Alphonse Ngendahimana was characterized by lack of experience and spending money in undefined ways and up to now he is still answering about the disappearance of Rwf600 000.

Fidel Nkurayija said that now things are starting to go to order and that in 2 months they will start sharing the money made from the profit among all members. This cooperative is still rebuilding itself and it has been buying some of the modern machines needed.

Another limitation of this cooperative the president mentioned of is that this cooperative has about 260 members and that it takes time to have money to give to all members.

The advisory council of Ngoma district is not satisfied with the master plan designed by the Rwanda Housing Authority for the district.

The authorities from Rwanda Housing Authority were presenting the designed master plan of Ngoma district which required 22meters distance for every house away from the road but the advisory council was uncertain about the implementation of the policy.

Members of the Ngoma advisory council say that it will require them a lot of capacity to displace those close to the road such as the government bodies and other private institutions.

A member of the advisory council Umutoniwase Claudine was not impressed with the required 22meters away from the road as many people will be made to dismantle their houses.

According to the official in charge of planning in the Rwanda Housing Authority Camile Marara,

“Being close to the road could cause respiratory infections when one breathes in various fumes produced by vehicles, close to accidents and the noise pollution from cars which can also cause headache problems and hearing problems to the person.”

Marara continued to explain that the issue will be well studied with the help of the concerned authorities like the ministry finance so that no one is affected by the newly implemented law.

The master plan of Ngoma town is on 8000 hectares of land including the sectors of Remera, Kibungo and Kazo.

Uyu mukozi akomeza avuga ko iki kibazo kizakomezwa kwigwaho  nabo bireba barimo ikigo cy’igihugu gishinzwe iterambere ry’imiturire na RTDA ndetse na ministeri y’imari kugirango abantu bazimurwe binyuze mu mucyo ntawubihombeyemo.

Iki gishushanyo rusange cy’umugi wa Ngoma  kiri kubuso bwa hegitari 8000, gifata ku mirenge ya Remera, Kibungo na Kazo.

Apres avoir été demandé de payer une colossale somme  de plus d’un milliard de francs des dettes, les paroissiens de l’église catholique de Kibungo se sont convenus de payer 40 millions de francs.

Pour que cette dette soit intégralement payée, la réunion du diocèse de Kibungo qui s’est tenue au mois de novembre 2012 a mis en place 3 groupes d’échelonnement de paiement pour tous les diocèses de Kibungo pendant une durée de 32 mois.

Les principales paroisses comme celles de Kibungo  et Rwamagana doivent rembourser à hauteur de 2 millions de francs mensuellement. Le deuxieme groupe devra payer 2 millions de francs également tandis que le dernier groupe devra s’acquitter de 1 500 000frs.

Certains fideles du diocèse de Kibungo ont demandé comment celle-ci a pu perdre de telles sommes d’argent. Car ils se demandent si cela a été provoqué par des personnes ou d’autres raisons non connues.

Le prêtre supérieur de la paroisse de Kibungo, le prêtre Karasi, leur a répondu que ces pertes ont été dues à la mauvaise gestion financière. Un audit interne est prévu afin de punir les personnes ayant été impliqué dans cette sombre affaire.

Les institutions financières comme la Banque de Kigali, Banque Populaire du Rwanda, Agaseke Bank et autres personnes sont celles qui réclament ces sommes d’argent au diocèse de Kibungo. La paroisse de Kibungo a en son sein 50000 membres dont 20000 qui participent aux activités de l’église.

Paroisse zikomeye zirimo  paroisse Kibungo  na Rwamagana zigomba kujya zitanga muliyoni  ebyiri n’igice buri kwezi . Ikiciro cya kabili  bazajya bishyura miliyoni ebyiri naho icya gatatu kizajya kishyura miliyoni imwe n’igice.

Ubwo batangaga ibitekerezo ku buryo hatangwa aya mafaranga , umukiristu umwe yarahagurutse agira ati” ariya mafaranga njyewe n’ubwo ndi umwimukira navuye mu Bugesera nta mafaranga ndabona mbona icyo kurya mpingiye umuntu, nzayahingira nzayabona kuko ntacyo nakwima Yezu yarampaye amaboko.”

Ibi ariko ntibyabujije ko hari nabahagurutse basaba ko basonurirwa uburyo iyi diyosezi yahombye kuko ngo bumva bavuga igihombo ntibamenye niba ari umuntu wayateruye cyangwa izindi mpamvu.

Mu gusubiza iki kibazo padiri mukuru wa Paroisse kibungo  Padiri Karasi yasubije ko habayeho imicungire mibi  ndetse n’uburangare byakozwe n’abantu benshi.Yongeraho ko ariko bitazagarukira aho ahubwo ko hagiye gukorwa igenzura (audite) maze ababigizemo uruhare  bagakurikiranwa.

Banque de Kigali, COGEBANK, Bank Populaire  du Rwanda , Agaseke bank  ndetse n’abikorera kugiti cyabo nibo bose bishyuza amafaranga arenga miliyari y’amanyarwanda diyosezi ya Kibungo. Paroisse ya kibungo ifite abakiristu bagera ku 50 000 barimo 20 000 bagaragara mu bikorwa bitandukanye biteganywa na kiriziya.

Lack of hygiene among children is a problem that needs special attention in Ngoma district, according to officials there. Addressing a meeting with local residents, the mayor of the district Niyotwagira Francois has urged parents to mind the cleanliness of their children. “It’s a pity to see children in torn colorless and dirty torn dresses, “the Mayor noted.    

He said that taking care of children’s hygiene is every parent’s responsibility; therefore, authorities in charge can’t just let it go on.

“You should take care of your children’s cleanliness. Because if you don’t, ypou’re not playing your role as apparent and you’re jeopardizing the future of Rwanda. Everyone should be involved in children’s educating” the mayor stressed.

Some parents pretend that they look dirty because they are farmers but this has nothing to do with farming according to the governor of the eastern province Uwamariya Odette, while she was recently visiting a local cooperative of pineapple growers in Mugesera.
