Mugeni akomeza vuga ko abarokotse jenoside yakorewe abatutsi bahuye n’ibibazo byo kubura imiryango y’ababo ndetse bakanabura imitungo yabo, akaba ariyo mpamvu ibikorwa nk’ibi byo kubaremera biba bikwiriye.

The residents of Bisika village in Mpanda cell in Byimana sector, Ruhango District have been applauded for the need to support genocide survivors even though there is no 1994 genocide survivor residing in this village.

During the closure of the memorial week on Saturday the 13^th.April.2013, the residents of Bisika village collected about Rwf110.000 and gave it to the executive secretary of Mpanda cell Sothene Habarurema to be given to vulnerable genocide survivors in another village.

Abaturage ba bashimiwe cyane uruhare bagaragaje mu bikorwa byo gufasha abatishoboye barokotse jenoside

“It was gratifying to receive this money and seeing the motivation of Bisika village residents to support the genocide survivors in this period” said the executive secretary of Mpanda cell. This money was added to other collected money and they bought small bulls and gave them to Antoine Nashamaje and Bosco genocide survivors in this cell.

Jean Marie Nahayo The executive secretary of Byimana sector says “this is a sign of a big step taken by people towards unity and reconciliation taken by Rwandans.”

Apart from financial support given by Bisika village, residents of this village participated fully in the reconstruction of Byimana memorial site. The reconstruction involved taking off the tree fence and putting in place a brick fence and cleaning it.

Jean Marie Nahayo says “for the Byimana memorial site to be fully reconstructed, these residents participated fully. The basic renovation work required Rwf2.5 million but it was instead constructed worth2.4 million with Rwf1million from the district and the remaining Rwf1.4 was contributed by people in this sector.”

For Bisika village to be having no single genocide survivors is because even before the 1994 genocide against the Tutsis, there were no Tutsi residents in the village.

Residents are urged to prevent natural disasters

  The mayor of Ruhango district, Xavier Francois Mbabazi has asked different leaders to prevent natural disasters.

This comes after the recent heavy rain that claimed lives and destroyed many houses in Kigali city on February 23^rd 2013.

Mbabazi asked school administrators, health centre officials and others to install lightening protective devices in advance to ensure safety of the infrastructures like schools.

“On most occasions we have warned you on preventing disasters. What would you do if like heavy rains take you by surprise and your houses are destroyed?” the mayor laments.

Ruhango is among the districts that commonly affected by natural disasters especially lightening that destroys infrastructures such as schools and claims some people’s lives.

Mbabazi Francois Xavier umuyobozi w’akarere ka Ruhango, avuga ko kugeza ubu bafite abaturage bashaka gutangiza kwiga kubara no gusoma ariko  ngo bagahura n’ikibazo cyo kubamenya ngo babahuze n’amasomero.

Ruhango is among the districts with the biggest numbers of poor residents.

In their 2012-2013 performance contracts, Ruhango district has pledged to build for 30 poor residents.

Imihigo (performance contracts) is a programme where district authorities present their targets before the President of Rwanda H.E Paul Kagame, and sign an agreement setting the time of when their targets should be achieved.

Providing shelter for the poorest was included in 2011-2012 performance contract pledges but was never implemented, reveals Francois Xavier Mbabazi, mayor of Ruhango district.

This was because development partners delayed to deliver money they had pledged, the mayor adds.

“However, we are prepared to do what it takes so that contracts are implemented 100 percentage,” The district official notes.

Ruhango district was ranked 14^th in 2011-2012 performance contracts execution, when their plan was to be among the first five.

The district authorities ask residents to take part in the implementation of the performance contracts.

The local mediators that work in Ruhango sector in Ruhango district asked the government to increase the number of cards for their medical insurance (Mituelle de santé) .

These mediators say that the government had agreed to give them the insurance for 5 people and now they find that 5 arent enough because sometimes one mediator has a family of more than 5 people as Yohana Nyaminani a mediator in Gikoma cell said.

They say that sometimes when their family members fall sick, they fail to go to the health centers yet the government had agreed to give them medical insurance. They spend the whole time solving people’s cases which are many and especially about inheritance and land and fail to work for themselves.

“we don’t get enough time to care our for our family issues and much less to work for money to buy medical insurances for our our families.” said yo Bahoneza

Innocent Habimana a worker in the Ministry of Justice that connects mediators and the local people in Ruhango district said that mediators are given cards for 3 children and their parents and they usually come on time.

He promised to advocate for these mediators so as to be given more medical insurance cards so that they continue doing their work which is as i9mportant in solving people’s problems.
