In this trying period when Rwandans are commemorating the atrocities committed to them and their loved ones in 1994 genocide against Tutsis, Local Defence security personnel were asked to be more vigil in keeping the people’s security.

 Rwanda has many enemies especially in neighbouring countries who would like to hurt the scars of the Rwandans rub to their faces how hurt they were during the 11994 genocide against the Tutsis.

Local Defences personnel were told this during the security meeting that brought them together with General Charles Karamba the army commander in Rusizi and Nyamasheke district.

He advised the security personnel to improve their working relationships with other security councils in the district as well as doing vigilante patrols.

Marcel Habyarimana the vice mayor for fiancé and economic development in Rusizi district asked Local Defence Forces to fulfil their responsibility of maintaining the security of the country especially in this period.

He also asked local defence personnel to be patriotic, to avoid violence in their work citing example of Local Defences’ personnel in Mururu sector who moved away from their responsibilities and were replaced by Inkeragutabara (reserved forces) security.

Though the Local Defence forces are keen on doing well their work of protecting people and their properties, they have limitations in their work especially lack of uniforms, lack of work identification cards and too little their salary as Theogene Habimana explained.

Local Defence personnel were also to keep the security of Genocide Memorial Sites and to work well with sector to ensure people and their properties security.

After the President of Rwanda H.E Paul Kagame visited Rwimbogo sector in Rusizi district and questioned about poor old buildings in Mushaka trading centre, renovation activities have started.

Philippe Ngirente, in charge of social affairs in Rwimbogo sector on August 7th 2012 said 91 percent of the buildings in this area are modern.

Mushaka trading centre in Rwimbogo sector in Rusizi district, is known in history for receiving foreigners (Burundians and Congolese) that neighbour with it and come to attend the market for many years.

When the president visited in 2010, he asked the residents to renovate the buildings and improve sanitation, reveals Philippe Ngirente.

Concerning the old buildings, the sector administration tackled renovation and building processes and now at 91 percent of what was expected according to the sector’s master plan.

Although they had planned to complete renovation activities before June 30^th 2012, it did not come to pass due to lack of bricks but, it has to end this year, narrates Ngirente.

Mushaka trading centre does business with foreigners more than Rwandans because of the food stuffs like cassava, tomatoes, sweet potatoes, bananas and livestock especially goats from Rwimbogo, Nzahaha, Gashonga and Nyakarenzo sectors.

People in different groups of the poor, those living with HIV/AIDS and the 1994 genocide against Tutsi survivors in Kamembe Mururu, Gihundwe, Giheke and Nkanka sectors in Rusizi district say that they are in the journey of becoming farmers.

They said this after being given 45 cows by Mission of Hope Rwanda (MOHR) Project on the support of Global Fund to get these people out of poverty as these cows will ensure their development.

Bertha Nyirabihizi a resident of Giheke sector and her fellows who were also given cows said that they will protect and take care of these cows and fight poverty when they are able to promote themselves and they will manage because they were trained about it.

For them it is like a dream come true as they are no longer called the poor but farmers and they are hopeful that they will never be affected by poor eating and their families will be free of malnutrition and they will able to pay their contribution for Mutuelle de santé medical insurance. And they will give their neighbours once these cows reproduce.

According to Scovia NARAME the coordinator of Mission of Hope Rwanda, In Rusizi district said that these cows will be of much importance to these people and their neighbours. The district and sector leaders were asked to make a follow up on these cows and how they are taken care of by the groups they were given.

Oscar Niyonsaba the veterinary doctor of Rusizi district asked those who were given cows to take good care of them as they will take them from one level to the other and he said that with the help of veterinary doctors in sectors, they will keep a close watch on these cows and they were warned about using the normal bulls for reproduction as they give no production.

Apart from giving cows to people, Mission of Rwanda Gave to every group 1.8 million francs to take care of these cows by buying medicine and all necessities while taking care of those cows.

The association for the youth who take care of street children in Rusizi district (RCYWA) recently participated in re-building a house for a widow Jeannette Mukabutera whose house was destroyed by the earth quake.

As RCYWA explains, this deed was to show volunteering spirit, selflessness and love among youth and Rwandans in general.

At the end of this action, Tito Felix the chairperson of RCYWA association said that this deed is worth more than Rwf500.000 and it included completing a house that was built half way buying 2 doors, 3 windows for it and covering it well.

Apart from this community work, this youth collected about Rwf50 000 that will pay the workers who will finish building this house.

Mukabutera whose house was built and her daughter Solange Murengeyinka thanked the association members to have thought about them and given them their support by building for them and thanked God for their new house.

Mukabutera is a mother of 5 and a resident of Kamatita cell, Gihundwe sector in Rusizi district and had spent almost 4 years living with neighbours with her children after her house collapsed.

Les secrétaires exécutifs des toutes les cellules du district de Rusizi se sont réunis avec le maire du district ce 19 mars. Au cours de cette réunion, ils se sont assignés par le biais des contrats de performance d’éradiquer la malnutrition dans ce district d’ici fin juin 2012.

Ces contrats de performance s’inscrivent dans le cadre d’éradiquer le problème de la malnutrition qui se caractérise chez les enfants comme Emmanuel Ndamuzeye , le chargé de la santé dans le district de Rusizi, l’a expliqué.

Le maire du district de Rusizi Oscar Nzeyimana, déclare que ces contrats de performance seront fonctionnels pour que ces dates soient respectées. Il explique : «  Rusizi enregistre 1.81% des cas de malnutrition et nous espérons que ce problème sera résolu avec le consentement de la population. Ainsi si les autorités des différentes cellules font de la sensibilisation efficace auprès de la population par exemple en incitant la population de se prémunir des jardins potagers. Mais aussi en insistant que des écoles de nutrition soient créées dans toutes les cellules ».

Uwamariya Laetitia, la secrétaire exécutif de la cellule de Rebero du secteur de Nzahaha,  affirme  qu’une journée par semaine de visite aux centres de nutrition avait été instaurée afin de lutter efficacement contre la malnutrition. Mais avec les contrats de performance, 2 jours sont prévus pour éradiquer la malnutrition dans cette région.

Uwamariya ajoute que les efforts sont mis en place pour inciter la population de cultiver des jardins potagers réduire les cas de malnutrition chez les enfants.

Les recherches faites en 2010 montrent que le district de Kicukiro a le taux le plus bas de malnutrition chez les enfants dans le pays a savoir 0.66% tandis que le district a le taux le plus élevé de 3.12% des cas de malnutrition chez les enfants.

Cell leaders of Rusizi district gathered at the district headquarters to sign contracts against poor feeding with the district Mayor, according to the meeting of 19^th March2012.

The signed terms state that by June 2012 no sign of malnutrition should still be available in any part of Rusizi district.

Rusizi district Mayor Oscar Nzeyimana said that “Rusizi district has 1.81% malnourished children. To solve this, all cell leaders should sensitize citizens about good nutrition, proper farming and rearing of animals.”

“There is a great need to achieve the set targets; therefore all stakeholders should get involved in improving nutrition standards of Rwanda’s children.” Add the district mayor

Emmanuel Ndamuzeye a district worker in charge of health, the signed contracts are meant to devise means of eliminating malnutrition once and for all.

Leatitia Uwamariya -leader of Rebero cell in Nzahaha Sector says that in order to fight against malnutrition they have weekly nutrition studies which she says are to be offered 2 times a week.

Following nationwide statistics, Kicukiro district was said to be the district with least number of malnourished children with a 0.66percent however Rubavu district came up with the worst statistics as the district with most malnourished children at about 3percent.

Ibi bigiye guhindura ubuzima bwabo kuko bagiye kujya bavana amafaranga muri aka kazi bagatunga imiryango yabo igatera imbere n’igihugu muri rusange.”
