Ikindi aba bapimyi bahamagariwe ni ugucunga umutekano w’aho bakorera, bagatanga amakuru y’abantu babona bateza umutekano muke, kuko ngo hashize iminsi mu mirenge yegereye igihu cy’u Burundi hagaragara ikibazo cy’ubusambo bukoresheje imbunda kandi ababikora bikavugwa ko ari  abarundi.

Bars that do not fulfill all the requirements to operate a bar were given a deadline to close because of insecurities they cause. This was decided upon by the security committee in Nyanza district which convened on Monday the 25^th.Feb.2013.

This decision was reached after the security committee moved around in the 10 sectors of the district and found out that many crimes are caused by drugs which are sold in these bars especially illegal local brew like ‘Muriture’, ‘Beyurawihe’ and others.

The security committee demanded that the management of sectors such bars operate in to put much strength in closing bars that do not have all the requirements as well as those that create insecurities.

The deadline to the closure of such bars was set not later than 20^th.March.2013 and teams were elected to follow up this resolution and make sure it is done thoroughly. The list of violent people who do not heed warnings and conflicting families will also be done not later than the 15^th.March.2013 and given over to Nyanza district.

Nyanza district is embarking on ensuring security in all aspects like removing the youth that sell milk and fight for customers on the Kigali- Huye junction commonly known as Hadji’s by finding them other work to do other than selling milk and other goods.

Concerning the crimes committed in February 2013, the security committee disclosed them to be 13 crimes and accidents were 4 therefore creating more panic and insecurity among the people.

The accidents that occur to students who go to schools near the road was discussed and it was agreed upon that all schools neighbouring the main road employ the traffic personnel to aid students to and from school cross the road.

“The security in the district is still intact. Crimes are reducing on monthly basis, there is a good change” says Abdallah Murenzi the mayor of the district.

Nyanza district is one of the 8 districts in the Southern Province of Rwanda that are set to prevent crimes instead of dealing with them when they have already occurred and even destroyed people’s lives.

Akomeza atangaza ko gukurikiza amabwiriza agenga utubari byongera bigashyirwamo ingufu, akamanikwa ahantu hose hacururizwa inzoga ariko bikagendana no guhana abazaba babirenzeho.

“Twabyumvikanyeho ko bongera kumanika ahantu hose hacururuzwa inzoga amasaha yo kunywa akongera akibutwa abaturage ariko nanone bikagendana no kubahana kuko hari igihe babifata nk’ibisanzwe kutayubahiriza”, Mukarwego.

Inzoga z’inkorano nazo ngo zigiye kurushaho guhagurukirwa zimenwe iziri ngombwa zitwikwe, ariko n’abaturage bakangurirwa kutazinywa.

Ikindi ngo ni uko amarondo akomeza gushyirwamo ingufu kuko bigaragara ko ibihungabanya umutekano byinshi bikorwa mu masaha ya nijoro.

Umurenge wa Gasaka ubarizwamo umugi wa Nyamagabe niwo ukomeje kuza ku isonga mu bihungabanya umutekano byinshi mu kwezi, ukaba waragaragayemo gukubita no gukomeretsa inshuro eshatu, ibiyobyabwenge bihagaragara inshuro imwe, ubujura buhaboneka inshuro ebyiri, impanuka imwe ndetse hanagaragara amafaranga y’amahimbano inshuro imwe.

 With the increase of children in streets of Nyamagabe district especially in Nyamagabe town that is in Gasaka sector, the district administration and concerned organizations are set to end this issue and take children back to their homes and families.

A meeting bringing together the district administrators, church leaders, Kigeme Refugee camp and NGOs that care for children convened on Tuesday the 12^th.Feb.2013 to discuss every one’s role in keeping children away from streets.

Making the list of children on the streets and the reasons to why they abandoned their homes are the immediate factors to be determined to be able to take the street children back to their families explains Emile Byiringiro the vice mayor for social affairs in Nyamagabe district.

“We will sensitize all people and especially parents of street children immediately after identifying them and reasons why they ran away and then find solutions to each and everyone’s problems” says Byiringiro.

This meeting also decided on sensitizing people to stop giving alms to the street children and also to stop giving them work to do like making them carry things to be paid which makes them feel that staying on the streets is better than being at home because they have money. The sensitization begins on Wednesday the 13^th.Feb in Nyamagabe market.

A team to learn thoroughly on how to get the street children out of streets, to be taken back to schools and to make them live according to their rights was elected in this meeting.

“For this issue to be resolved, it necessitates the participation of every individual and organization to play their role especially teachers, parents, families, NGOs, local authorities” explained Emile Byiringiro.

According to Lambert Hategekimana a worker for National Children Council who was in attendance of this meeting, all concerned individuals, councils and organizations should do the necessary to give security and stability to children to make them stay where they are supposed to be instead of running to streets.

Hategekimana said that children who start begging on streets may become thieves when they grow up with the habit to get money they did not work for. It is good to get them off the streets when they are still young for them to have a better life in future.

The poor and vulnerable genocide survivors of 1994 will be supported for development during the 19^th National memorial, according to the Nyamagabe district genocide memorial committee in their first meeting preparing the memorial on Tuesday the 5^th.Feb.2013. 

“We have always contributed financially and other things to support the 1994 genocide survivors in need but now are going to do it to develop them permanently” says Emile Byiringiro the vice mayor of social affairs in the district and in charge of genocide memorial.

Byiringiro says they are preparing not giving financial support to the vulnerable genocide survivors but to find them projects to do or give cows to get them out of poverty for long lasting development.

During the 18^th memorial period, every sector had a goal to give out at least 2 cows to genocide survivors in need and this will also be applied again and above that profitable projects that can be of use to the genocide survivors.

“Since Girinka program is uplifting our people from poverty, we thought it could be a good idea to try it again as well as think of other projects like trading or farming that can be profitable to the genocide survivors” said Byiringiro.

This committee has started preparing people to participate in the 19^th National Memorial and health workers are to start training so as to be able to support the traumatized people during the memorial in April 2013.

The Musange genocide Memorial site in Nyamagabe district which got ruined where water enters inside the building will be reconstructed so that the bodies put to rest there be kept safe and for a long period of time they are meant to be.

Everyone’s participation is needed for the success of the 19^th National memorial.

Byiringiro avuga ko basanze atari ngombwa ko baha abacitse ku icumu amafaranga ahubwo harebwa niba nta mushinga bakora cyangwa se bagahabwa inka bityo bikaba byabafasha kuva mu bukene mu buryo burambye.

Abaturage ngo bagiye gutangira gutegurwa kugira ngo bazitabire kwibuka ku nshuro ya 19 ndetse n’abajyanama ku ihungabana bagatangira amahugurwa kugira ngo bazabashe gutanga ubufasha mu gihe hagaragara guhungabana kuri bamwe.

 The Rwandan Collective of Leagues and Associations for the Defense of Human Rights (CLADHO) has trained the advisory of civil society on the implementation of economic budget for them to bridge the gap between local people and their leaders.

“The action plan based on the wishes and needs of local people brings about long lasting development in the country.” This was said by Alexis Nkurunziza a worker of CLADHO in the department of communications on economic budget during the training for the advisors of 12 sectors in Kamonyi district and people’s representatives.

In the 2days training that ended on the 16^th.Jan.2012, Nkurunziza said that in presentations that CLADHO had with local people showed that a large number of people do not know that they should participate in the implementation of action plans and to follow on the actions that were achieved.

Lack of involvement in the make and implementation of action plans have already led to waste of a lot of governments money into projects that people don’t participate in. examples of such projects that were not participated in included the parking lot of Kicukiro built in Nyanza of which people do not use and Kirengeri market in Ruhango district which is not used as prior planned.

Nkurunziza reminded the sectors’’ advisors and all people’s representatives to bridge local people and their leaders and this will be done through the constant dialogues with local people to know what they need more urgently than others who will in turn inform the leaders of the priorities set to be put in action plan that will be funded by the economic budget.

The advisors of different sectors who attended this training sais that people who represent local people know very well that action plan of the district is based on people’s needs but limited by low financial capabilities of the district to fulfill all the needs, this is the reason action plans are prepared by technicians after which local people confirm it or deny it.

A pastor of ADEPR church who presented the civil society said that the reason to why local people don’t fully participate in the making and implementation of action plans is because their leaders do not encourage them to participate and reminded leaders to always remember that local people should be the center of the actions done for them.
