The end of the month of April community work which will be on Saturday the 27^th.April.2013 in the whole country will be precisely on projects to renovate the houses for vulnerable 1994 genocide against the Tutsis survivors announced the ministry of Local Governments.

Most houses for genocide survivors need renovations

Dr. Alvera Mukabaramba the state minister for public development and social affairs in the message she passed out to the 30 districts in the country stated that the community work for Saturday the 27^th will specifically done in villages through renovating houses for the vulnerable genocide survivors.

The announcement also specified the categories of people whose houses will be renovated including vulnerable widows of genocide, old man and women who have no family members due to the 1994 genocide, needy orphans of genocide, poor and sickly genocide survivors and any genocide survivor who is worth the support.

Local leaders are to make lists of the people whose houses will be renovated and their houses and to solicit the help of engineers and people who are aware of construction in the villages and cells.

Concerning the tools they will use like soil, sand, stones and water they will be provided by the neighbouring families of the homes that will be reconstructed and in places where this will not be possible, these will be got from the FARG and MINALOC budgets in the districts.

For the houses beyond simple repair that will take more money to renovate them, Dr. Alvera Mukabaramba states that they should be left aside for they will be included in the 2013/2014 budget. In villages with no genocide survivors with houses to be renovated, they will have to renovate houses for other vulnerable people in the village.

Every district will have to select the site that need more enforcement than others and that is where the community work on the district level will be done. Actions to renovate the accommodation for the 1994 genocide survivors will be done once a week till the end of July 2013.

According to the research carried out by MINALOC in 2010, there are about 13000 houses for genocide survivors all over the country that need to be renovated.

In the celebrations to put to a halt the operations of the youth on Urugerero program due to the commemoration period for the 1994 genocide against the Tutsis in Nyanza district on Thursday the 28^th.March.2013, the youth vowed to take up where they had stopped and to achieve what they had promised and much more.

According to Emile Nkurikiyumikiza who represented the youth on Urugerero program in Kibilizi sector says the work him and youth do is done willingly and voluntarily well knowing they are participating in building their country while solving their own people’s problems.

 The youth on Urugerero program presented their achievements in this program including fighting soil erosion through planting trees and making trenches for water in the sector. Making vegetable gardens for the people, teaching people about nutrition, constructing accommodation for the homeless were among those achievements.

The youth on Urugerero program intend to start off where they halted from on the 21^st.April.2013 when the 3^rd phase of the program will start by sensitizing couples who are cohabiting to legally get married.

The executive secretary of Kibilizi sector Theophile Kayigambire asked the youth on Urugerero program to be exemplary to the rest of the people in government programs especially the upcoming genocide commemoration period.

“We are soon going to be commemorating the 1994 genocide against Tutsis and we need you to be exemplary and catalysts to development in your villages and cells by participating in the presentations and dialogues that will be given” says Kayigambire.

The 3^rd phase of the Urugerero program which is yet to start will end on 28^th.June.2013 as Florence Kubwimana the coordinator of the National Itorero in Nyanza district as well as Aline Niwemukobwa who works for the Itorero explained.

Residents of Rwabicuma sector in Nyanza district in Southern Province should make use of the projects done by and the money they make from Land Husbandry, Water Harvesting, and Hillside Irrigation (LWH) project and attain development even after its closure.

Farming is part of common activities in Rwabicuma sector

This was said by Francis Nkurunziza the vice mayor for finance of Nyanza district on Thursday the 28^th.Feb.2013 during the function to officially begin season 2013B of farming.  He reminded farmers that they should use well the money they get paid for making terraces in this sector and develop themselves.

“If you use your money for alcohol and for pleasure, you will always be poor instead use that money for profitable ventures and projects” said the vice mayor. LWH employs residents of this sector to make modern terraces for their own use among other many projects.

Apart from using profitably the money they are paid for making modern terraces in Rwabicuma sector, the vice mayor asked local residents to conserve the land where these terraces are made by using them well in their crop husbandry as well as growing reeds to feed their cattle.

“Making use of the modern terraces made for you and the manure you were given is what you should start with to get to development” says Francis Nkurunziza.

There is also an electricity dam that is being constructed by Chinese in this same sector that will be completed worth Rwf8billions of which Rwf1.5 billion will be used to pay workers. These developmental projects are to be used to develop people as Nkurunziza pointed out.

According to Vincent Nsabuwera who is in charge of crop husbandry in LWH project, [people should never misuse what they have but should develop and value them.

The season 2013B of farming in Nyanza sector was started by cultivating the 3 hectares where beans will be planted. It was attended by more than 400 people as Philbert Nkurunziza the coordinator of LWH in Southern Province of Rwanda explained.

Bars that do not fulfill all the requirements to operate a bar were given a deadline to close because of insecurities they cause. This was decided upon by the security committee in Nyanza district which convened on Monday the 25^th.Feb.2013.

This decision was reached after the security committee moved around in the 10 sectors of the district and found out that many crimes are caused by drugs which are sold in these bars especially illegal local brew like ‘Muriture’, ‘Beyurawihe’ and others.

The security committee demanded that the management of sectors such bars operate in to put much strength in closing bars that do not have all the requirements as well as those that create insecurities.

The deadline to the closure of such bars was set not later than 20^th.March.2013 and teams were elected to follow up this resolution and make sure it is done thoroughly. The list of violent people who do not heed warnings and conflicting families will also be done not later than the 15^th.March.2013 and given over to Nyanza district.

Nyanza district is embarking on ensuring security in all aspects like removing the youth that sell milk and fight for customers on the Kigali- Huye junction commonly known as Hadji’s by finding them other work to do other than selling milk and other goods.

Concerning the crimes committed in February 2013, the security committee disclosed them to be 13 crimes and accidents were 4 therefore creating more panic and insecurity among the people.

The accidents that occur to students who go to schools near the road was discussed and it was agreed upon that all schools neighbouring the main road employ the traffic personnel to aid students to and from school cross the road.

“The security in the district is still intact. Crimes are reducing on monthly basis, there is a good change” says Abdallah Murenzi the mayor of the district.

Nyanza district is one of the 8 districts in the Southern Province of Rwanda that are set to prevent crimes instead of dealing with them when they have already occurred and even destroyed people’s lives.

The administration of Nyanza District have initiated a program of making people with disabilities become independent and be able to support themselves without relying on the alms given to them through begging  as what has been the matter.

This program will bring together people with disabilities by forming cooperatives and advocate for them as Emmanuel Karabayinga the official in charge of issues of people with disabilities in Nyanza district explained.

“In Nyanza district, we have already formed 12 cooperatives for people with disabilities, some of them have been advocated for and they already got funds to help them support themselves” says Emmanuel Karabayinga.

‘COCUNYA’, ‘Abakundana Rwabicuma’ and ‘Abadahemukirana ba Mukingo’ cooperatives among the 12 cooperatives for people with disabilities have already been sponsored. Since the beginning of 2013, these 3 cooperatives have been given Rwf6.1million as a supporting fund.

Apart from finding these cooperatives financial support to be able to support them, people with disabilities are trained to increase their capabilities especially in management of cooperatives and in other different skills depending on each individual’s capacities.
