About 184 poor and vulnerable residents of Kigembe sector in Gisagara district have been given mattresses as a way to help them eradicate grass made beds; one of many plans of Vision Umurenge Program (VUP).

Improving people’s lifestyles through sleeping well will entice people to work harder to get to development and better social lives.

The affected residents of Kigembe sector in Gisagara district are grateful for the mattresses they were given slightly after getting into new and better houses.

According to Donatille Uwingabiye, the vice mayor for social affairs in Gisagara district, giving mattresses to the poor local people is one of the ways to make them realize that they need to work hard and develop as well as having better social welfare.

“We have already eradicated grass thatched houses in this sector and grasses made beds are also being eradicated. People will sleep well in good houses, this will encourage them to live well and think well about what will develop them” says the vice mayor.

People are not only being given mattresses only, but after getting good houses and good beds, they have to develop explained Franҫois Hakizimana the coordinator of VUP. This is why the money that remained after buying mattresses will be used to buy livestock for each family to own one.

All the people in Kigembe sector that were supposed to get mattresses have so far been provided for. This is one more performance contract realized.

Ngo ku bwa VUP, uyu murenge wari uwa 2 mu bukene muri 12 igize akarere, abaturage babonye inkunga bubaka imibereho ya bo.

Residents of Mataba sector in Gakenke district have commended the Vision Umurenge Program (VUP) testifying they are now able to pay tuition fees for their children and have more employment opportunities.

 Ms. Liberata Mukantarama says that the Rfw50.000 that she was given as a beneficiary support was of much importance to her as she bought one pig with the money and thrived on the piglets that it reproduced and got rid of the grass thatched hut she was living in miserably.

She goes on to explain that with the piglets of her pig for the 2^nd and 3^rd time, she sold the piglets altogether and bought a cow which gives her milk and manure and now she is paying for her son’s university tuition fees in INES Institute of Higher Education in Musanze district.

Mrs. Scolastique Nirere another mother who was supported by VUP program says that 30 women formed a cooperative that weaves baskets, asked for a credit form VUP, paid it back worked hard and develop themselves and now they employ others.

Mr. Gregoire Turikunkiko explains the importance of VUP to them saying “any person who says VUP didn’t help should leave this area and let us who understand its importance live well.”

In general, many of the residents of Gakenke sector say that VUP has moved them from poverty and miserable lives, enabled them to build houses for themselves, made it possible for them to own livestock, boosted their agriculture productions especially in crop husbandry and are no longer in the poorest class and no more vulnerable.

Mu karere ka Ngororero, VUP ikorera mu mirenge ya Muhororo, Kageyo, Ndaro, Matyazo na Muhanda ariko abahabwa inguzanyo bose bagaragaza ubushake bukeya mu kwishyura.

The elderly people in Mukarange sector in Kayonza district request for the upkeep money that the government promised to give them as this money was distributed in other sectors of Kayonza district.

It is being rumored that, the elders of Mukarange were denied this money saying that they are rich and don’t need it, according to some complains.

The elderly of Mukarange sector reported their problem to the sector’s administration and requested for advocacy but have not yet got a hopeful response.

“If this money was given to the elderly in the country, I do not understand why it is given to some and others get left out” one of the elderly said.

Grace Mukandoli the executive secretary of Mukarange sector said that people are not discriminated when it is a general program and not all elderly people in Kayonza district have got the money.

The elderly people in only 5 sectors out of the 12 sectors in Kayonza district have got their money and this money is delivered through VUP program which promotes poor sector.  

“If this money is distributed through VUP program, it is possible that Mukarange sector which is in Kayonza city will be last since there are the poorest sectors that this” the executive secretary explained.

Only 2 sectors in Kayonza district as well as all districts in the country had been selected for VUP program to operate in and the executive secretary asked the elderly people to be patient while their sector is waiting to be selected and be promoted by VUP program.

Ubuyobozi bw’akarere butangaza ko muri iyi ngengo y’imari ya 2012-2013 VUP izakoresha amafaranga angana na miliyoni 194 mu murenge wa Musange gusa, akazakoreshwa mu byiciro bitatu aribyo inkunga y’ingoboka, ibihembo ku bakozi bazakora imirimo itandukanye iganisha ku iterambere, ndetse n’azagurizwa abafite imishinga bashaka gukora bakazajya bishyura.

Ubuyobozi bw’akarere busaba abaturage ba Musange kuzakoresha neza uyu mushinga ukazagira icyo ubasigira kigaragararira buri wese.

Kuri uyu wa gatatu tariki ya 17/10/2012, umuyobozi w’akarere ka Nyamagabe yasuye abaturage b’umurenge wa Musange, umwe mu mirenge 17 igize aka karere, maze abashimira uruhare bakomeje kugira muri gahunda z’iterambere, gucunga umutekano ndetse n’imibanire myiza hagati yabo.

Mugisha Philbert, uyobora akarere ka Nyamagabe yabwiye abatuye umurenge wa Musange ko mu gihe hari umutekano aribwo abantu babona igihe cyo gukora ngo biteze imbere, akaba yabasabye guhora bawuharanira kandi bakarushaho gufatanya.

Yaboneyeho kubamenyesha ko uyu murenge wabo uteganyirijwe ibikorwa byinshi birimo gahunda ya VUP izakoresha miliyoni 149 z’amafaranga y’u Rwanda  gukorerwa umuhanda Gasaka- Musange ubahuza n’umugi wa Nyamagabe wamaze gutsindirwa kuwukora hakaba hasigaye gusinya amasezerano, inkunga yo kubaka uruganda ruzajya rutunganya umutobe w’inanasi n’ibitoki ruzahabwa urubyiruko rw’uyu murenge ingana na miliyoni 25 n’ibindi bitandukanye.

Abaturage basabwe kwitegura kubyaza umusaruro ibikorwa by’iterambere bagiye guhabwa muri iyi minsi ya vuba, abasaba kandi gukora ngo bazabone ibyo bageza ku masoko hirya no hino, kandi bikazabageza ku iterambere rigaraharira buri wese.

Icyakora n’ubwo amafaranga ari make,ubuyobozi bw’akarere ka Gatsibo bugaragaza ko abatishoboye bagomba gufashwa bose. Ibi bikazasaba kongera kwerekana abagomba gufashwa hakurikijwe amafaranga akenewe,ubwo ingengo y’imari izaba isubirwamo mu ntangiriro z’umwaka utaha.
