Abashinzwe umutekano bo mu kagali ka Ruhengeri barasabwa kunoza akazi kabo bafatanyije n’inzego z’ibanze ndetse n’abaturage hagamijwe kubungabunga umutekano w’abatuye aka kagali n’ibintu byabo.

Umubyeyi Josiane, umunyamabanga nshingwabikorwa w’aka kagali, yavuze ko abaturage bagomba kugira uruhare mu icungwa n’ibungwabungwa ry’umutekano wabo, bahamagara abashinzwe umutekano igihe cyose bagize ikibazo, kuko aba home guards bakiri bake muri aka kagali.

Uyu murenge wa Gishubi wahagurukiye kwirindira umutekano, bahana amakuru buri gihe kandi banakora amarondo uko bayiyemeje, gusa ariko haracyarangwa ibibazo by’amasambu hagati y’abaturage nabyo bizeye ko bizakemurwa vuba nk’uko ubuyobozi bwabyiyemeje.

 The administration of reserved forces locally known as (Inkeragutabara) has recently donated Rwf3 million to a cooperative for local security maintenance (COOMSEL)  for the outstanding project they are doing in building of a storied house in Peru trading center in Macuba sector;  Nyamasheke district.

Jonathan Mbanjineza the chairperson of COOMSEL cooperative said that this building will be 3 storied and which will accommodate traders in the ground level, cooperative offices and storage on the first level and the last floor will have a multipurpose hall that will contain many celebrations which will increase the financial status of the cooperative.

He went on to say that this building has already cost 36 million francs and it will be completed in 2013 and it will be worth 60 million francs.

General Major Jérôme Ngendahimana The deputy director of reserved force who had visited this cooperative thanked them for working together and forming a cooperative because when people work together they can do even what seems to be impossible and thanked them for their actions of keeping people’s security.

He said that he came to fulfill the promise made by the director of reserved force Lieutenant General Fred Ibingira who promised them 3Million francs when he visited reserved forces in the western province of Rwanda when he had visited and they presented to him their action plans.

He also promised their full support in case they decide to do other developmental projects. COOMSEL cooperative is made up of 85 members with 29 being women and 56 men and they keep security and also work in the markets.

Police have noted that there cannot be maximum security in the country with the increasing family conflicts at present.

In a statement by Rwanda national Police (RNP) said that though it is its mission to make people living in Rwanda feel safe, involved and reassured, this mission cannot be achieved where family conflicts are becoming a major problem to security and threaten welfare of Rwandan families.

“Police has to play a major role to address these concerns and it requires full participation of the public. As a part of the community, Police is committed to work together with local leaders to resolve this serious problem that exist within the Rwandan social fabric,” states the statement.

The Police called for eradication of domestic and gender based violence for the better living of Rwandan families and said that these crimes violate human rights and are a big challenge to public safety and socio-economic development.

“In most cases the most vulnerable people such as children and women are the victims of such conflicts. They need protection and advocacy from their families as well as us,” they said.

Given the consequences brought about by family conflicts, Police has taken a proactive stance in dealing with the issue.

This has been accomplished through awareness campaigns and calling on the public to give timely information regarding any violent incidence that may arise from family conflicts which helps the Police to intervene at the right time and prevent crime.

Police has also time and again called on families in wrangles to seek arbitration from competent courts or conciliators before their disputes turn into serious criminal activities.

Police is collaborates with other security organs, local authorities, the civil society and the general public to combat domestic and gender based violence. They work hand in hand to deal with family conflict through Community Policing and information sharing.

Police has already established a cordial relationship with the public and there is a growing awareness that community involvement in crime prevention is essential to preserve security and prevent crimes.

Burera district denounced that measures to fight malnutrition have been taken and in two years to come it will be history.

During the security meeting on March 26^th 2012, Mayor Samuel Sembagare disclosed that social affairs officials and local leadership will combine efforts to fight against malnutrition in the district.

Sembagare explains that malnutrition cases among children in this area are a result of parents’ ignorance because Burera has fertile soils for enough crops.

“Parents will be taught how to prepare well balanced food by encouraging them to have kitchen gardens and to give their children milk and eggs,” reveals Samuel Sembagare

He adds that the decisions taken will help eradicate malnutrition; that is through Girinka program where the beneficiaries give heifers to their neighbours so that all get milk and other cow benefits.

It is not right for Burera to have malnutrition problems when it is rich with all crops that could be used in balancing the diet, says Sembagare.

Dr. Tharcisse Mpunga, Butaro Hospital Director in Burera says that 231 children under 5 years and 26 children over 5 years of age have malnutrition problems in this district.

Umunyamabanga Nshingwabikorwa w’Akagari yongeye kwihanangiriza abantu batura mu gipangu kimwe ari benshi kuko akenshi bakunda gushyamirana bagahungabanya umutekano. Nyamagabe district authorities have announced the intention to crackdown on all idlers and street children seen in the towns and trading centers with an aim of rehabilitating them and equiping them with skills.

The Vice Mayor in charge of social affairs Emile Byiringiro says that the problem of idlers comes up every time there is a security meeting which shows that they are a threat to security efforts.

“We have always called upon the idlers to look for jobs and get off the streets and also form associations, those who heeded our advice did so, but the problem is that new others are coming in,” said Byiringiro.

But he says that with the help of security agencies, they hope to do away with the problem in the shortest time possible.

The biggest number of idlers are children under the age of twelve who runa away from their homes. The strong ones live off carrying people’s luggage while others move around begging for money from sympathizers. At night they are found on the road sides and verandas sleeping on boxes.

Some of these children say that the main reason for running away from home is abject poverty or domestic violence.
